DevLys is a legacy, non-Unicode Hindi font that stores Devanagari characters as ASCII codes. Indian newspapers, printing presses and DTP studios use it in software like PageMaker and CorelDraw.

Modern Hindi text from Word, WhatsApp or a website is stored as Unicode, but PageMaker and other older DTP software cannot read Unicode directly. Converting it to DevLys makes it usable in that software.
